			<content:encoded><![CDATA[<p>The Bend Paddle Trail Alliance has been working with the Bend Parks and Rec district and the City for a number of years to pull down the old timber era spillway at Colorado street to make passage safer for recreational users of the river.  In the process of removing a dangerous obstacle the plan would be to install whitewater features to enhance the recreational opportunities currently wrapped up in a dangerous obstacle.  The project is projected to cost $3.5 &#8211; 5 million dollars.  Is this worth it?  Would this be a good way to spend our money?</p>
